Paraguay – known for its cheeses, for having the world's largest water reserver & for being one of the nations where old-school duels are still allowed.

But besides these (interesting) facts, Paraguay is also a fun travel destination.

The Monday Falls is probably the country's most famous waterfall.

Ybycuí National Park has several trails, waterfalls & locations you can stim in.

And the Misión Jesuística de la Santísima Trinidad is the remains of an old mission.

Oh, do not forget about Palacio de López – the presidential office

If you hate water, Paraguay may not fully be for you, but there are many non-water related activities in the country.

You may have read that staying in Paraguay may cost you three to ten million Paraguayan Guaraní, which sounds expensive.

But besides these nonsensical high currency numbers, Paraguay is one of the cheaper travel destinations in South America.

Luckily, SIM cards are inexpensive in Paraguay too.

You can get a Paraguayan SIM card for 5000 PYG (0.70 USD) from Claro & 10 000 PYG (1.50 USD) from Personal. Tigo has two starter packs priced at 5000 PYG and 10 000 PYG. SIM cards are available at the official stores of the mobile operators and at Asunción/Lunque-Silvio Pettirossi International Airport (ASU).

Those prices are not too bad, right?

And mobile data costs are reasonable too for global standards, but a bit high for regional ones.

In this guide, I will tell you everything you need to know about buying a SIM card in Paraguay. Let's do this.

Can You Buy a SIM Card in Paraguay?

Anyone living in or visiting Paraguay can buy a Paraguayan SIM card from Tigo, Personal & Claro in their stores without any restrictions.

You do have to comply with the SIM card registration regulations.

Moreover, your phone has to support the frequencies used in Paraguay.

Finally, your phone needs to be unlocked (SIM-lock free) to use a Paraguayan SIM card.

Where Can You Buy a SIM Card in Paraguay?

You can get a Paraguayan SIM card in the official stores of Tigo, Personal & Claro. They are also available at Asunción/Lunque-Silvio Pettirossi International Airport.

You can expect to pay the following for Paraguayan SIM cards:

  • Tigo Paraguay: 5000 PYG or 10 000 PYG
  • Personal Paraguay: 10 000 PYG
  • Claro Paraguay: 5000 PYG

Can You Use Your Phone in Paraguay?

Paraguay uses GSM technology for mobile communications primarily. CDMA phones will not work in Paraguay. However, almost all phones use GSM anyway.

You also need to be aware of the ITU regions to determine whether your phone will work in other parts of the world.

Although there are three ITU regions, you only need to know these two terms: American Frequencies and European Frequencies.

Paraguay uses American Frequencies, which are used in the Americas (North-, Central, and South America + the Caribbean – ITU Region 2).

Phones sold in the Americas typically have no issues when using their phone in other ITU Region 2 countries.

In Africa, Asia (including the Middle East), Europe, and Oceania (ITU Regions 1 & 3), they typically use European Frequencies, meaning phones bought in those regions can be used in countries using European Frequencies without issues.

If you purchased your phone in the Americas (ITU Region 2), you should not experience any issues with using your phone in Paraguay.

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU regions 1 & 3) and have a low/medium-end device without Tri-Band or Quad-Band support, then there is a possibility you cannot use your phone when in Paraguay or can only use slower networks (3G or 2G).

If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Paraguay (to some extent) – also on 4G/LTE.

Mobile Operators, Networks & Frequencies in Paraguay

Paraguay has four mobile operators offering prepair services:

  • Tigo Paraguay
  • Personal Paraguay
  • Claro Paraguay

The following frequencies are used in Paraguay:

  • 2G: 850 MHz & 1900 MHz
  • 3G: 850 MHz & 1900 MHz
  • 4G/LTE: 1700 MHz (Band 4) & 1900 MHz (Band 2)

Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).

A Note about VOX Paraguay (by Copaco)

I have not mentioned another mobile operator in Paraguay yet: VOX Paraguay.

It is by the landline company called Copaco, and it is the smallest mobile operator in the country.

While it does offer prepaid options, it has mainly shifted to postpaid subscribers over the years.

Currently, there is only one prepaid option, which costs 59 000 PYG (8.70 USD) with 5 GB of data.

Moreover, VOX Paraguay's coverage is (still) the worst, with 4G/LTE reception mostly available in Asuncíon – the capital city.

As a result, VOX Paraguay will not be covered in this guide.

5G NR in Paraguay

5G NR is not available in Paraguay as of 2022, and Consejo Nacional de Telecomunicaciones (Conatel), has confirmed there will be no auction for 5G NR licenses until at least 2024.

This will make Paraguay one of the, if not the, last South American countries to roll out 5G NR.

Best SIM Card in Paraguay

If you want to buy the best SIM card in Paraguay, I recommend going with Tigo or Claro. Tigo has the best coverage and, overall, the best network. Claro has the fastest speeds. However, its (4G/LTE) coverage is the weakest in the country.

Unfortunately, none of the mobile operators offer eSIM (to prepaid customers) in Paraguay yet.

SIM Card Registration in Paraguay

SIM card registration, with the use of your passport information, is mandatory in Paraguay. This will be done at the point of sale.

In 2017, the Paraguayan congress approved a bill that would require a fingerprint scan when buying a local SIM card.

However, former president Horacio Cartes vetoed the bill.

For now, you still have to bring your passport with you when buying a Paraguayan SIM card.

And you do not have to expect to give your fingerprints (anytime soon).

Paraguay Mobile Speeds, Mobile Internet Prices & Insights

South America is a relatively inexpensive travel region, especially compared to the Caribbean.

This is also visible when you look at the mobile data rates in South America.

So what about Paraguay? Are mobile data low here?

They are average for regional standards.

The average price for 1 GB of data in Paraguay is 2.53 USD, around the South American average of 1.97 USD. The world average is 4.07 USD.

But you might have noticed something weird in the image above… the Falkland Islands – what is going there?

Long story short for now (but you can learn more about it in the Falkland Islands SIM card buying guide), but anyone living there is being scammed by the local mobile operator.

If I included the Falkland Islands‘ figures in the South American average, the average cost of data would be 5.25 USD instead of 1.97 USD.

So yeah, I do not include it in the average.

What about mobile data speeds? Are they fast in Paraguay?

They are decent, although I would say slow.

Paraguay's median mobile download speed is around 16 Mbps.

The speeds have basically been stagnant over the year, even though the mobile operators have invested heavily in improving their networks.

With 5G NR not being a thing in Paraguay until at least 2024, speeds are not bound to improve anytime soon, I am afraid.

With low SIM card prices, good nationwide coverage (in populated areas), decent/slow mobile download speeds, and low mobile data rates, you should have a decent network experience in Paraguay.

Paraguay uses the Paraguayan Guaraní with the symbol PYG (which will be used throughout this guide).

However, prices are often listed as . For example, 25 PYG = ₲25.

For reference, below are some exchange rates between PYG and USD (US Dollars):

  • 100 PYG = 0.01 USD
  • 1000 PYG = 0.10 USD
  • 10 000 PYG = 1.30 USD
  • 100 000 PYG = 13 USD

For up-to-date PYG:USD exchange rates, search PYG to USD on Google, or replace USD with the currency you use.

Other Ways to Stay Connected When Traveling in Paraguay

The cheapest way to get online in Paraguay is to get a SIM card from one of the mobile operators. However, that is not your only method of staying online.

Below are some other options to consider.

International Roaming

Roaming is the most convenient way to stay connected.

You do not have to buy a new SIM card, and people at home can easily reach you on your current phone number.

However, roaming has many downsides as well. It can be insanely expensive.

International/Travel SIM Cards

International SIM cards or travel SIM cards are SIM cards made for travelers.

The rates charged are often lower than international roaming, but they are almost always higher than what local operators will charge you.

Mobile Hotspots (Pocket WIFI)

Mobile hotspots, or pocket WIFI, are small devices that connect to the local mobile operators of the country you are visiting.

Mobile hotspots are ideal for families or those traveling in a large group, as they allow you to connect multiple devices to one hotspot without the need of each traveler having to buy a SIM card.

You can either buy a mobile hotspot or rent one.

Free WIFI Networks

Nothing beats free, right? Paying nothing to stay connected may be the best option.

Until you remember that free hotspots are not available everywhere (especially when on the move) and that free connections are often extremely slow.

Just make sure to protect your internet traffic with a VPN when connected to open WIFI connections. It is worth it.
