SIM Cards in Romania: The Best Prepaid Plans | 2024 Guide

Romania – known for its mountains, Transylvania & the story of Count Dracula.

The country also has a rich history, which is still present to this day when looking at the architecture throughout the nation.

But what can you do in Romania? A lot.

There are plenty of castles to visit, such as Bran Castle, Castelul Corvinilor & Peleș Castle.

Romania also has many salt mines – Salina Turda offers tours.

And the open-air village Dimitrie Gusti will be a fun attraction too.

As you can see, there is no reason to be bored in Romania.

What also would not bore you is dealing with an expensive roaming bill because you decided to use your main SIM card in Romania.

International roaming can be expensive, which is why I recommend getting local SIM cards when traveling to enjoy local rates.

Fortunately, SIM cards are inexpensive in Romania – you can even get them for free!

You can get a Romanian SIM card for 4 EUR (4.25 USD) from DIGI, 5 EUR (5.30 USD) from Orange and Telekom & 6.20 EUR (6.55 USD) from Vodafone. Orange and Lycamobile allow you to get SIM cards for free if you top up on the spot. SIM cards are sold at Bucharest-Henri Coandă International Airport (OTP).

These prices are not crazy cheap – not even for Eastern European standards.

But wait until you see the generous data allowances offered by some mobile operators in Romania – it is incredible.

In this guide, I will go over everything you need to know about buying a SIM card in Romania. Let's go.

What is the Best SIM Card in Romania?

So, who are all these mobile operators and what options are available for you?

Romania has four mobile operators and one Mobile Virtual Network Operators (MVNOs) offering prepaid services easily accessible to tourists:

• Orange România
• Vodafone România
• DIGI România
• Telekom România (formerly Cosmote România)
• Lycamobile România (Telekom România MVNO)
• YOXO (Orange România sub-brand)

In this guide, I will stick to the mobile operators and the most popular MVNOs, all in bold above, to limit the length of this guide (but also not to overwhelm you with all the options available).

But if you are interested in getting a SIM card from one of the unbolded MVNOs, you would have to do the research yourself for the time being. I stopped actively testing and reviewing MVNOs to spend time reviewing travel eSIMs instead, like the ones for Romania.

Anyone living in or visiting Romania can buy a Romanian SIM card without restrictions.

Where Can You Buy a Romanian SIM Card (+Costs)?

You can get a Romanian SIM card in Orange, Vodafone, DIGI & Telekom (Romania – formerly Cosmote) stores. Some Romanian airports sell (tourist) SIM cards (at inflated prices).

You can expect to pay the following for Romanian SIM cards:

• Orange România: Free, but top-up required or 5 EUR
• Vodafone România: 6.20 EUR
• DIGI România: 4 EUR
• Telkom România (formerly Cosmote România): 5 EUR
• Lycamobile România: free, but top-up or plan purchase required

Note that SIM cards can be more expensive than those listed above when purchased at an airport.

• 1 RON = 0.20 USD

(Travel) eSIMs for Romania

In recent years, (travel) eSIMs have become extremely popular.

Especially after Apple made iPhones (14- & 15 series) sold in the United States eSIM-only, forcing its users to use eSIMs – even when abroad.

As a result, the adoption of eSIM technology by mobile operators worldwide rose impressively quickly.

Currently, none of the mobile operators offer eSIMs to prepaid customers.

But if you purchase an eSIM from any of these mobile operators, you must comply with Romania's SIM card registration regulations.

Suppose you do not wish to do so for privacy reasons (for example) or want to be connected immediately without paying for an overpriced SIM card (or eSIM) sold at a Romanian airport. In that case, you may consider getting a travel eSIM for Romania.

Surprisingly, travel eSIMs can be cheaper than a Romanian SIM card or eSIM in specific scenarios.

Orange România, just Orange, is the largest mobile operator in Romania.

However, Vodafone Romania is closely training Orange, so they may switch positions every few quarters.

Right now, it is the fastest mobile operator in the country with quite a margin.

Orange, as a company, is active in other countries in Africa, the Caribbean, Europe & the Middle East.

Orange uses the following frequencies:

• 2G: 900 MHz & 1800 MHz
• 3G: 900 MHz & 2100 MHz
• 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 2100 MHz (Band 1) & 2600 MHz (Band 7)
• 5G NR: 3500 MHz (n78)

Coverage – Orange România

Orange has the best coverage in Romania.

It also won the Romania Best Mobile Coverage Speedtest Award of 2021.

SIM Card Price – Orange România

You can buy an Orange SIM card, called Orange PrePay, for 5 EUR with 5 EUR credit in Orange stores and from resellers, including grocery stores, kiosks & gas stations. Orange SIM cards are also sold at Bucharest-Henri Coandă International Airport (OTP).

You can also get an Orange SIM card for free in some Orange stores, which require a top-up within seven days to be activated.

Dial *100# to access the Orange menu.

Call 222 to hear your Orange phone number.

While Orange does have eSIMs, they are (currently) not offered to prepaid customers.

You can consider getting a travel eSIM for Romania, which can, in specific scenarios, be cheaper than getting a SIM card from Orange.

Especially if you get a Europe-wide eSIM (for when you visit at least two or more supported European countries) or a global eSIM (for frequent travelers visiting multiple continents).

However, Vodafone is closely trailing Orange Romania, so they may switch positions every few quarters.

Vodafone, as a company, is active in Africa (mostly as Vodacom), Asia, Europe, the Middle East & Oceania.

Vodafone uses the following frequencies:

• 3G: 900 MHz & 2100 MHz

DIGI România (by RCS & RDS)

DIGI România, just DIGI and sometimes called DIGI Mobile – not to be confused with Digi in Belize or Malaysia, is the third-largest mobile operator in Romania.

It was originally a fixed broadband internet service provider until entering the mobile market.

It was mostly because of DIGI that Romania has such a high fiber broadband penetration rate and also why Romania has one of the fastest broadband speeds worldwide (at low prices).

Back to DIGI Mobile, as a newcomer in 2014, it had to compete with the Big Three.

However, by having almost rock-bottom prices, it managed to grow quickly and is now larger than Telekom România, which used to the the third-largest mobile operator in the country.

DIGI, as a mobile operator, is also active in Hungary, Italy & Spain.

Telekom România (formerly Cosmote România)

Telekom România, just Telekom and formerly Cosmote România, is the smallest mobile operator in Romania.

It used to be in third place for a long time until DIGI România went on a growing spree.

Telekom, by Deutsche Telekom (from Germany), is active in Europe (as Telekom and T-Mobile) and the United States (as T-Mobile).

Telekom uses the following frequencies:

• 2G: 900 MHz & 1800 MHz
• 3G: 900 MHz & 2100 MHz
• 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 1800 MHz (Band 3) & 2100 MHz (Band 1)
• 5G NR: testing phase (will probably be at 3500 MHz on n78 and most likely not for prepaid customers initially)

Coverage – Lycamobile România

Lycamobile is a Telekom România MVNO, meaning Lycamobile uses the Telekom România network and does not have its own mobile infrastructure.

Unfortunately, Lycamobile does not have full access to Telekom România's network.

Its coverage is embarrassing compared to what Telekom România has to offer.

You can get a Lycamobile SIM card for free from resellers, including grocery stores, convenience stores & gas stations. However, you are often required to top-up or purchase a plan on the spot. Lycamobile SIM cards may be sold at Bucharest-Henri Coandă International Airport (OTP).

Call 150 to change the system's language.

Lycamobile has no eSIMs.

But let's continue with Lycamobile for now.
