Romania – known for its mountains, Transylvania & the story of Count Dracula.
The country also has a rich history, which is still present to this day when looking at the architecture throughout the nation.
But what can you do in Romania? A lot.
There are plenty of castles to visit, such as Bran Castle, Castelul Corvinilor & Peleș Castle.
Romania also has many salt mines – Salina Turda offers tours.
And the open-air village Dimitrie Gusti will be a fun attraction too.
As you can see, there is no reason to be bored in Romania.
What also would not bore you is dealing with an expensive roaming bill because you decided to use your main SIM card in Romania.
International roaming can be expensive, which is why I recommend getting local SIM cards when traveling to enjoy local rates.
Fortunately, SIM cards are inexpensive in Romania – you can even get them for free!
You can get a Romanian SIM card for 4 EUR (4.25 USD) from DIGI, 5 EUR (5.30 USD) from Orange and Telekom & 6.20 EUR (6.55 USD) from Vodafone. Orange, Lycamobile & YOXO allow you to get SIM cards for free if you top up on the spot. SIM cards are sold at Bucharest-Henri Coandă International Airport (OTP).
These prices are not crazy cheap – not even for Eastern European standards.
But wait until you see the generous data allowances offered by some mobile operators in Romania – it is incredible.
In this guide, I will go over everything you need to know about buying a SIM card in Romania. Let's go.

Can You Buy a SIM Card in Romania?
Anyone living in or visiting Romania can buy a Romanian SIM card from Orange, Vodafone, DIGI, Telekom (Romania – formerly Cosmote), Lycamobile & YOXO with no restrictions.
Your phone has to support the frequencies used in Romania.
Furthermore, your phone needs to be unlocked (SIM-lock free) to use a Romanian SIM card.
Where Can You Buy a SIM Card in Romania?
You can get a Romanian SIM card in Orange, Vodafone, DIGI & Telekom (Romania – formerly Cosmote) stores. Resellers, like grocery stores and gas stations, also sell SIM cards (especially for Lycamobile). They are also available at Bucharest-Henri Coandă International Airport (OTP – at kiosks).
Note: Yoxo SIM cards have to be ordered online – they cannot be purchased in Orange Romania stores (it is a Orange digital sub-brand).
You can expect to pay the following for Romanian SIM cards:
- Orange România: Free, but top-up required or 5 EUR
- Vodafone România: 6.20 EUR
- DIGI România: 4 EUR
- Telkom România (formerly Cosmote România): 5 EUR
- Lycamobile România: free, but top-up or plan purchase required
- YOXO: free, but top-up or plan purchase required

Can You Use Your Phone in Romania?
Romania uses GSM technology for mobile communications. CDMA phones will not work in Romania. If your phone has a SIM card slot, then it supports GSMA (99% of the phones do support GSM nowadays).
Traditional European frequencies are used in Romania, which are mostly used in ITU Regions 1 and 3 (Africa, Asia (including the Middle East), Europe & Oceania).
The Americas (North-, Central– & South America + the Caribbean – ITU Region 2) use American frequencies, which differ from the European ones.

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU Regions 1 and 3), you should not experience any issues with using your phone in Romania.
If you purchased your phone in the Americas (ITU Region 2) and have a low/medium-end device (without Tri-Band or Quad-Band) support, then there is a possibility you cannot use your phone when in Romania or can only use slower networks (3G or 2G).
If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Romania (to some extent) – also on 4G/LTE (and soon 5G NR as well).
Mobile Operators, Networks & Frequencies in Romania

Romania has four mobile operators, one mobile virtual network operator (MVNO) & one sub-brand offering prepaid services easily accessible to travelers:
- Orange România
- Vodafone România
- DIGI România
- Telekom România (formerly Cosmote România)
- Lycamobile România (Telekom România MVNO)
- YOXO (Orange România sub-brand)
The following frequencies are used in Romania:
- 2G: 900 MHz & 1800 MHz
- 3G: 900 MHz & 2100 MHz
- 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 1800 MHz (Band 3), 2100 MHz (Band 1) & 2600 MHz (Band 7)
- 5G NR: 3500 MHz/3600 MHz (n78) – not for prepaid yet

To check whether your phone will work in Romania, check out this page by Kimovil or this one by Will My Phone Work (outdated, unfortunately, but extremely user-friendly – useful for phones launched in or before 2019. It does not check for 5G NR compatibility).
Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).

A Note about Vodafone România Flex

Vodafone Flex by Vodafone România is a hybrid solution, offering even more generous allowances for its plans.
While Vodafone Flex is a subscription, it is not a long-term one, and it can be canceled at any time.
Honestly, Vodafone Flex is (much) better than its regular prepaid offering.
Currently, I am not sure if you can set up Vodafone Flex with an international debit or credit card, which is why I will not cover Vodafone Flex in-depth in this guide.
But I will be heading to Romania again soon, so then I can find out if it can work for us travelers or not.
I was not aware that Vodafone Flex existed during my previous trip – my bad 🥲.
This section will be updated once I have an answer – or it may be completely gone and incorporated in the Vodafone section.
A Note about YOXO

YOXO is a digital sub-brand by Orange România, offering plans at even more competitive rates.
As YOXO is fully digital, its SIM cards are not available in stores – they have to be ordered online.
It takes between three to seven business days to receive your YOXO SIM card, making YOXO an unappealing option for short-term travelers.
As a result, YOXO will not be discussed in this guide.
However, those living in Romania or are staying in the country for a long time should consider YOXO.
It takes advantage of Orange România's superior network at lower rates (and the mobile data rates are already low in Romania anyway).
VoLTE & VoWiFi in Romania
Both VoLTE (Voice over LTE (4G) – also known as HD Voice) and VoWiFi (Voice over WiFi – also known as WiFi calling) are available in Romania. All mobile operators in Romania offer both services.
However, Lycamobile România, the only Mobile Virtual Network Operator (MVNO) in the country, does not have access to Telekom România's VoLTE and VoWiFi services.
5G NR in Romania

Commercial 5G NR has been available in Romania since June 2020. It is available on the Orange, Vodafone, DIGI networks. Telekom (România) is currently testing 5G NR. However, prepaid customers cannot use 5G NR (yet).

Unfortunately, none of the mobile operators offer eSIM to prepaid customers in Romania (yet).

SIM Card Registration in Romania
SIM card registration, with the use of your personal information (such as your passport), is not required when buying a SIM card in Romania.

While the Romanian government has tried to introduce a SIM card registration scheme, it has been struck down by the Romanian Constitutional Court numerous times.
The latest blow to this legislation was early 2020, which was the sixth attempt by the Romanian government.
I guess the third try is not charm in this instance 🤓.
EU Roaming in Romania

Romania is part of the European Union (EU).
Since June 2017, those with EU/EEA (European Economic Area) SIM cards can roam for free in other EU/EEA nations, including Romania.
This means that, in the majority of cases, you do not need to purchase a Romanian SIM card if you already have an EU/EEA SIM card because you can roam without additional costs.
However, conditions do apply. Mobile operators in some countries may impose a roaming Fair Use Policy (FUP).
In countries where local mobile data rates are extremely low (such as in the Baltics and Nordics), mobile operators may still charge you for roaming in the EU/EEA.
Be sure to head over to the international roaming page to learn whether your mobile operator offers free roaming while in Romania or if restrictions apply.
Roaming in the EU with Romanian SIM Cards

Romania and the Romanian mobile operators have largely adopted the roam like at home regulations principles early on.
However, some plans have an EU/EEA roaming cap.
Moreover, the standard Fair Use Policy applies where you should not be roaming over 50% of the time over a four-month period.
If you do so, EU roaming rates will apply. You are then better off buying local prepaid SIM cards in other EU nations.
Romania Mobile Speeds, Mobile Internet Prices & Insights

Currency in Romania

Romania uses the Romanian Leu with the symbol RON (which will be used throughout this guide).
However, prices are often listed as lei or L. For example, 25 RON = L. 25 / lei.
For reference, below are some exchange rates between RON and USD (US Dollars):
- 1 RON = 0.20 USD
- 10 RON = 2.15 USD
- 100 RON = 21.25 USD
- 1000 RON = 212.50 USD
For up-to-date RON:your currency (let's say EUR – Euro) exchange rates, use the Wise Currency Converter tool.
While Romania is in the European Union, it is not part of the Euro Zone.
That is why it still uses its own currency.

But you may have noticed that I have used the Euro (EUR) symbol in earlier sections – what gives?
That is because the Romanian mobile operators price things in EUR instead of RON.
While this is convenient for travelers from the Eurozone, there is a catch.
All prices marked in EUR are without 19% VAT (TVA – taxa pe valoarea adăugată).
Meaning that a 5 EUR top-up will cost you 5.95 EUR instead.
So why not convert everything in RON?
Because each mobile operator uses a different method to calculate the RON:EUR exchange rate.
For example, Orange Romania uses the mid-market exchange daily at 15:00.
Vodafone Romania, however, checks the rates once a month.
So just be aware that a top-up will cost a bit more than the nice round numbers used in this guide.
If your credit/debit card charges you foreign exchange fees, get yourself a Wise Borderless Account and Debit Card.
Their fees are MUCH lower than banks and credit card companies charge you (and Wise is transparent about their fees, unlike banks).
I have saved literal THOUSANDS of Australian Dollars and Euros, my main currencies, when using Wise abroad when traveling compared to my debit and credit cards.

DIGI România (by RCS & RDS)

DIGI România, just DIGI and sometimes called DIGI Mobile – not to be confused with Digi in Belize or Malaysia, is the third-largest mobile operator in Romania.
It was originally a fixed broadband internet service provider until entering the mobile market.
It was mostly because of DIGI that Romania has such a high fiber broadband penetration rate and also why Romania has one of the fastest broadband speeds worldwide (at low prices).
Back to DIGI Mobile, as a newcomer in 2014, it had to compete with the Big Three.
However, by having almost rock-bottom prices, it managed to grow quickly and is now larger than Telekom România, which used to the the third-largest mobile operator in the country.
DIGI, as a mobile operator, is also active in Hungary, Italy & Spain.

Telekom România, just Telekom and formerly Cosmote România, is the smallest mobile operator in Romania.
It used to be in third place for a long time until DIGI România went on a growing spree.
Telekom, by Deutsche Telekom (from Germany), is active in Europe (as Telekom and T-Mobile) and the United States (as T-Mobile).
Telekom uses the following frequencies:
- 2G: 900 MHz & 1800 MHz
- 3G: 900 MHz & 2100 MHz
- 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 1800 MHz (Band 3) & 2100 MHz (Band 1)
- 5G NR: testing phase (will probably be at 3500 MHz on n78 and most likely not for prepaid customers initially)
