Bulgaria: 3 Best Prepaid SIM Cards Buying Guide (2023)

Bulgaria – known for its opera singers, folk dances & John Atanasoff (inventor of the first digital computer).

It is also a popular travel destination because it is relatively inexpensive (especially compared to the Nordics).

But Bulgaria also has a lot to offer in terms of sights and attractions.

Sunny Beach is a beach well-known throughout Europe.

Those who love nature always recommend the Seven Rila Lakes.

And those in love with churches head to the Monastery of Saint Ivan of Rila or Saint Alexander Nevsky Patriarch's Cathedral.

You should not be bored in Bulgaria.

While the country may be cheap, international roaming certainly will not be cheap.

That is why you should get a local SIM card to enjoy local rates, like a Bulgarian one.

So, how expensive are Bulgarian SIM cards?

You can get a Bulgarian SIM card for between 6 BGN (3.40 USD) to 50 BGN (28.35 USD) from A1, 7 BGN (3.95 USD) to 20 BGN (11.35 USD) from Vivacom & 8 BGN (4.55 USD) to 40 BGN (22.70 USD) from Yettel (formerly Telenor) in their stores. SIM cards may be sold at Sofia Airport (SOF).

Telenor Bulgaria has been rebranded to Yettel Bulgaria since March 2022. I will make sure this change will be reflected in this guide soon eventually, lol. Just read “Yettel” instead of “Telenor”. The plan selection and prices should still be the same.

All SIM cards include starter perks in terms of credit, data, minutes, and/or SMS, so those starter prices are certainly not bad at all for European standards.

In this guide, I will go over everything you need to know about buying a SIM card in Bulgaria. Let's get started.

Can You Buy a SIM Card in Bulgaria?

Anyone 18 years old or older living in or visiting Bulgaria can buy a Bulgarian SIM card from A1 (formerly Mtel), Yettel (formerly Telenor) & Vivacom with some restrictions.

The main restriction is that you can only have ten active SIM cards in your name in Bulgaria.

Even for people like me, who like to test out all the mobile operators in a country, this should be more than enough.

Besides that restriction, you are free to use Bulgarian SIM cards.

You do have to comply with the SIM card registration regulations.

Moreover, you need a phone that supports the frequencies used in the country (preferably all of them to have the most optimal experience while in Bulgaria).

Furthermore, you need to have a SIM-lock-free device.

Where Can You Buy a SIM Card in Bulgaria?

You can get a Bulgarian SIM card in A1 (formerly Mtel), Yettel (formerly Telenor) & Vivacom stores. Sofia Airport (SOF) may have SIM cards too.

You can expect to pay the following for Bulgarian SIM cards:

  • A1 Bulgaria (formerly Mtel): 6 BGN, 15 BGN, 25 BGN & 40/50 BGN (four starter packs)
  • Yettel Bulgaria (formerly Telenor): 8 BGN, 10 BGN, 15 BGN, 25 BGN & 40 BGN (five starter packs)
  • Vivacom Bulgaria: 7 BGN, 8 BGN & 20 BGN (three starter packs)

Can You Use Your Phone in Bulgaria?

Bulgaria uses GSM technology for mobile communications. CDMA phones will not work in Bulgaria. If your phone has a SIM card slot, then it supports GSMA (99% of the phones do support GSM nowadays).

Traditional European frequencies are used in Bulgaria, which are mostly used in ITU Regions 1 and 3 (Africa, Asia (including the Middle East), Europe & Oceania).

The Americas (North-, Central– & South America + the Caribbean – ITU Region 2) use American frequencies, which differ from the European ones.

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU Regions 1 and 3), you should not experience any issues with using your phone in Bulgaria.

If you purchased your phone in the Americas (ITU Region 2) and have a low/medium-end device (without Tri-Band or Quad-Band) support, then there is a possibility you cannot use your phone when in Bulgaria or can only use slower networks (3G or 2G).

If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Bulgaria (to some extent) – also on 4G/LTE (and soon 5G NR as well).

Mobile Operators, Networks & Frequencies in Bulgaria

Bulgaria has three mobile operators offering prepaid services easily accessible to travelers:

  • A1 Bulgaria (formerly Mtel Bulgaria)
  • Yettel Bulgaria (formerly Telenor Bulgaria)
  • Vivacom Bulgaria

The following frequencies are used in Bulgaria:

  • 2G: 900 MHz & 1800 MHz
  • 3G: 900 MHz & 2100 MHz
  • 4G/LTE: 900 MHz (Band 8), 1800 MHz (Band 3), 2100 MHz (Band 1) & 2600 MHz (Band 7)
  • 5G NR: 1800 MHz, 2100 MHz (n1) & 3600 MHz (n78) – not for prepaid yet

To check whether your phone will work in Bulgaria, check out this page by Kimovil or this one by Will My Phone Work (outdated, unfortunately, but extremely user-friendly – useful for phones launched in or before 2019. It does not check for 5G NR compatibility).

Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).

VoLTE & VoWiFi in Bulgaria

Both VoLTE (Voice over LTE (4G) – also known as HD Voice) and VoWiFi (Voice over WiFi – also known as WiFi calling) are available in Bulgaria.

However, not all mobile operators in Bulgaria offer VoLTE and VoWiFi.

The following mobile operators offer VoLTE and VoWiFi in Bulgaria:

  • Vivacom Bulgaria

The following mobile operators offer VoLTE only in Bulgaria:

  • A1 Bulgaria (formerly Mtel Bulgaria)
  • Yettel Bulgaria (formerly Telenor)

This means that your phone does not have to downgrade to 2G or 3G when making a call (unlike mobile operators that do not support VoLTE).

5G NR in Bulgaria

Commercial 5G NR has been available in Bulgaria since October 2020. It is available on the A1 (formerly Mtel), Yettel (formerly Telenor) & Vivacom networks. However, prepaid customers cannot use 5G NR (yet).

Best SIM Card in Bulgaria

If you want to buy the best SIM card in Bulgaria, I recommend going with A1 or Vivacom. A1 has, overall, a great network. Vivacom is the fastest (on 4G/LTE) and has the cheapest plans.

Best eSIM in Bulgaria

Unfortunately, none of the mobile operators offer eSIM to prepaid customers in Bulgaria (yet).

However, you can also get a travel eSIM from various eSIM providers.

The list below is not exhaustive – many more providers have eSIMs for Bulgaria.

But these are the ones I have tried and had pleasant experiences with.

Moreover, they are reasonably priced, which I find very important (you will not see me recommending an eSIM I would not buy myself).

So here are the six best eSIMs for Bulgaria:

SIM Card Registration in Bulgaria

SIM card registration with your passport information is required in Bulgaria. It will be done at the point of purchase.

Moreover, you can have up to ten active prepaid SIM cards in Bulgaria.

This restriction applies to both Bulgarian citizens and non-citizens (including migrant workers and tourists).

EU Roaming in Bulgaria

European Union (EU) & European Economic Area (EEA)

Bulgaria is part of the European Union (EU).

Since June 2017, those with EU/EEA (European Economic Area) SIM cards can roam for free in other EU/EEA nations, including Bulgaria.

This means that, in the majority of cases, you do not need to purchase a Bulgarian SIM card if you already have an EU/EEA SIM card because you can roam without additional costs.

However, conditions do apply. Mobile operators in some countries may impose a roaming Fair Use Policy (FUP).

In countries where local mobile data rates are extremely low (such as in the Baltics and Nordics), mobile operators may still charge you for roaming in the EU/EEA.

Be sure to head over to the international roaming page to learn whether your mobile operator offers free roaming while in Bulgaria or if restrictions apply.

Roaming in the EU with Bulgarian SIM Cards

Bulgaria and the Bulgarian mobile operators have largely adopted the roam like at home regulations principles early on.

However, some plans have an EU/EEA roaming cap.

Moreover, the standard Fair Use Policy applies where you should not be roaming over 50% of the time over a four-month period.

If you do so, EU roaming rates will apply. You are then better off buying local prepaid SIM cards in other EU nations.

Bulgaria Mobile Speeds, Mobile Internet Prices & Insights

I mentioned that Bulgaria is a relatively inexpensive travel destination in the introduction.

And the same can be said for the mobile data rates in the country.

The average price for 1 GB of data in Bulgaria is 2.26 USD, around the European average of 2.50 USD. The world average is 4.07 USD.

Just look at how mobile data costs have fallen over the years (decreased by 80.4% from 2019 to 2021).

Cable.co.uk split Europe into three territories: Western Europe, Eastern Europe & the Baltics.

The Eastern European average cost of 1 GB of data, using Cable.co.uk's definition, is 2.25 USD.

So, the cost of mobile data is low, but what about mobile data speeds.

Is mobile data fast in Bulgaria?

You could say it blazing fast.

Bulgaria's median mobile download speed is around 85 Mbps, almost triple the global median.

You may be surprised, but Bulgaria has the 4th fastest mobile download speed in the whole of Europe.

Only behind Norway (117 Mbps), the Netherlands (94 Mbps) & Cyprus (89 Mbps).

You would not expect that from Bulgaria, did you? 😏

And the speeds have significantly improved since the introduction of 5G NR.

Moreover, Vivacom Bulgaria was the fastest mobile operator in 2020 – it even won the Europe Fastest Mobile Operator Speedtest Award.

In 2021, Vivacom hit the second place, with a Speed Score of 122.21, behind Cyta from Cyprus (134.69 Speed Score).

Okay, so which mobile operator is the best in Bulgaria?

A1 Bulgaria (formerly Mtel) and Vivacom Bulgaria are.

We already know that Vivacom Bulgaria is the fastest mobile operator in the country (and the second-fastest in Europe), but A1 Bulgaria is doing great too.

While you should ignore the speeds in the images below because they are way underreported, it does give you an idea of where the mobile operators stand.

What A1 Bulgaria is currently excelling in 5G NR.

It is rocking it. Far ahead of its competitors.

But… remember… 5G NR is not available to prepaid customers yet 🥲.

With low SIM card prices, extensive nationwide coverage, blazing-fast mobile download speeds, and low mobile data rates, you should have a smooth network experience in Bulgaria.

Currency in Bulgaria

Bulgaria uses the Bulgarian Lev with the symbol BGN (which will be used throughout this guide).

However, prices are often listed as Лв. For example, 25 BGN = 25 Лв.

For reference, below are some exchange rates between BGN and USD (US Dollars):

  • 1 BGN = 0.55 USD
  • 10 BGN = 5.65 USD
  • 100 BGN = 56.75 USD

While Bulgaria is in the European Union, it is not part of the Euro Zone.

That is why it still uses its own currency.

However, Bulgaria is planning on adopting the Euro in 2024.

In the meantime, do not attempt to pay with Euros in Bulgaria, as almost no merchant will accept it – certainly not the mobile operators.

A1, as a company, is from Austria and is active in Belarus, Bulgaria, Croatia, North Macedonia, Serbia & Slovenia.

A1 uses the following frequencies:

Yettel Bulgaria, just Yettel and formerly Telenor, is the second-largest mobile operator in Bulgaria.

While Yettel is from Norway, it is not run by the Telenor Group.

Instead, it is owned by the PPF Group – a Czech-based investment firm – that also runs Telenor in Hungary, Montenegro & Serbia.

For a while, Yettel Bulgaria was known as Telenor.

Yettel uses the following frequencies:

It was the first mobile operator to offer 5G NR in all 27 district centers of Bulgaria.
