Slovenia: 3 Best Prepaid SIM Cards Buying Guide (2023)

Slovenia – known for its stunning landscapes, skiing opportunities & lakes.

It is apparently also one of the most environmentally friendly countries worldwide.

And my dad agrees – he says it is one of the cleanest countries he has ever visited (and the contrast is apparently apparent when you visit the Granični Prijelaz Bregana (Croatia-Slovenia) border crossing).

So, what can you do in Slovenia?

You better visit at least one of the stunning lakes, like Lake Bled or Lake Bohinj.

If you are into caves, visit Postojna Cave or the Skocjan Caves.

Of course, you cannot miss the castles, like Ljubljana Castle or Predjama Castle.

As you can see, the country has a lot to offer.

What it cannot offer you, unless you have an EU/EEA SIM card, is low international roaming rates.

International roaming can be expensive, which is why I always recommend local SIM cards, like a Slovenian one, so that you can enjoy local rates.

And oh boy – SIM cards are inexpensive in Slovenia.

You can get a Slovenian SIM card for 2 EUR (2.20 USD) from Telemach Slovenia (formerly Tušmobil), 3/6 EUR (3.30/6.60 USD) from A1 Slovenia (formerly Si.mobil) & 8.50 EUR (9.35 USD) from Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), in their stores or resellers, like post offices. SIM cards are not sold at Ljubljana Jože Pučnik Airport (LJU).

Those prices are not too bad, right?

And besides low SIM card prices, the cost of mobile data is low in Slovenia too.

So a Slovenian SIM card is worth the investment.

In this guide, I will go over everything you need to know about buying a SIM card in Slovenia. Let's get started, shall we?

Can You Buy a SIM Card in Slovenia?

Anyone living in or visiting Slovenia can buy a Slovenian SIM card from Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), A1 Slovenia (formerly Si.mobil), Telemach Slovenia (formerly Tušmobil) & many MVNO with no restrictions.

Your phone has to support the frequencies used in Slovenia.

Furthermore, your phone needs to be unlocked (SIM-lock free) to use a Slovenian SIM card.

Where Can You Buy a SIM Card in Slovenia?

You can get a Slovenian SIM card in Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), A1 Slovenia (formerly Si.mobil), Telemach Slovenia (formerly Tušmobil) stores. Resellers, like post offices, also sell SIM cards (especially for the MVNOs). They are not sold at Ljubljana Jože Pučnik Airport (LJU).

You can expect to pay the following for Slovenian SIM cards:

  • Telekom Slovenije (formerly Mobitel Slovenia/Slovenije): 8.50 EUR (regular), 9.89 EUR (data-only) & 29.90 EUR (data-only)
  • A1 Slovenia (formerly Si.mobil): 3 EUR/6 EUR (regular) & 10 EUR (data-only)
  • Telemach Slovenia (formerly Tušmobil): 2 EUR (regular), 2 EUR/3 EUR (data-only) & 6.99 EUR (regular)
  • MVNOs (like IZI(mobil)): being added later

Can You Use Your Phone in Slovenia?

Slovenia uses GSM technology for mobile communications. CDMA phones will not work in Slovenia. If your phone has a SIM card slot, then it supports GSMA (99% of the phones do support GSM nowadays).

Traditional European frequencies are used in Slovenia, which are mostly used in ITU Regions 1 and 3 (Africa, Asia (including the Middle East), Europe & Oceania).

The Americas (North-, Central– & South America + the Caribbean – ITU Region 2) use American frequencies, which differ from the European ones.

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU Regions 1 and 3), you should not experience any issues with using your phone in Slovenia.

If you purchased your phone in the Americas (ITU Region 2) and have a low/medium-end device (without Tri-Band or Quad-Band) support, then there is a possibility you cannot use your phone when in Slovenia or can only use slower networks (3G or 2G).

If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Slovenia (to some extent) – also on 4G/LTE and 5G NR.

Mobile Operators, Networks & Frequencies in Slovenia

Slovenia has three mobile operators and various Mobile Virtual Network Operators (MVNOs – being added later) offering prepaid services:

  • Telekom Slovenije (formerly Mobitel)
  • A1 Slovenia (formerly Si.mobil)
  • Telemach Slovenia (formerly Tušmobil)

The following frequencies are used in Slovenia:

  • 2G: 900 MHz & 1800 MHz
  • 3G: 900 MHz & 2100 MHz
  • 4G/LTE: 800 MHz (Band 20), 900 MHz (band 8), 1800 MHz (Band 3) & 2600 MHz (Band 7)
  • 5G NR: 2600 MHz (n7) & 3600 MHz (n78)

To check whether your phone will work in Slovenia, check out this page by Kimovil or this one by Will My Phone Work (outdated, unfortunately, but extremely user-friendly – useful for phones launched in or before 2019. It does not check for 5G NR compatibility).

Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).

A Note about T-2

T-2 is the second-largest fixed-broadband provider in Slovenia.

It started offering mobile services back in 2005.

However, T-2 focused on postpad customers only. It does not offer prepaid services.

As a result, T-2 will not be covered in this guide.

Worry not – it has the worst network and the slowest speeds in the country, so you are not missing out on anything.

VoLTE & VoWiFi in Slovenia

Both VoLTE (Voice over LTE (4G) – also known as HD Voice) and VoWiFi (Voice over WiFi – also known as WiFi calling) are available in Slovenia. All Slovenian mobile operators offer VoLTE, but not VoWiFi.

This means that your phone does not have to downgrade to 2G or 3G when making a call in Slovenia (unlike mobile operators that do not support VoLTE).

The following mobile operators offer VoLTE and VoWiFi in Slovenia:

  • Telekom Slovenije (formerly Mobitel Slovenia/Slovenije)

The following mobile operators offer VoLTE only in Slovenia:

  • A1 Slovenia (formerly Si.mobil)
  • Telemach Slovenia (formerly Tušmobil)

VoWiFi is, as the name implies, calling on a WiFi connection as opposed to on a cellular network.

5G NR in Slovenia

Commercial 5G NR has been available in Slovenia since June 2021. It is available on the Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), A1 Slovenia (formerly Si.mobil), Telemach Slovenia (formerly Tušmobil). However, prepaid customers (including MVNO users) cannot use 5G NR (yet).

Best SIM Card in Slovenia

If you want to buy the best SIM card in Slovenia, I recommend going with Telekom Slovenije (formerly Mobitel Slovenia/Slovenije) or Telemach (formerly Tušmobil). Telekom Slovenije is, overall, the best mobile operator. However, it throttle prepaid speeds (50 Mbps). Telemach is just fine and has unrestricted speeds.

Best eSIM in Slovenia

Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), A1 Slovenia (formerly Si.mobil), Telemach Slovenia (formerly Tušmobil) offer eSIMs, but it is unclear if they are available to prepaid customers too.

I will ask the mobile operators about this March when I revisit Slovenia 🇸🇮😎.

As promised, I would ask the mobile operators if they offer eSIM to prepaid customers – they do not 😔.

However, you can also get a travel eSIM from various eSIM providers.

The list below is not exhaustive – many more providers have eSIMs for Slovenia.

But these are the ones I have tried and had pleasant experiences with.

Moreover, they are reasonably priced, which I find very important (you will not see me recommending an eSIM I would not buy myself).

So here are the six best eSIMs for Slovenia:

Because this is the SIM card buying guide for Slovenia, I will not spend too much time about travel eSIMs here and throughout this guide (but I will still do here and there).

SIM Card Registration in Slovenia

SIM card registration, with the use of your personal information (such as your passport), is not required when buying a SIM card in Slovenia.

EU Roaming in Slovenia

European Union (EU) & European Economic Area (EEA)

Slovenia is part of the European Union (EU).

Since June 2017, those with EU/EEA (European Economic Area) SIM cards can roam for free in other EU/EEA nations, including Slovenia.

This means that, in the majority of cases, you do not need to purchase a Slovenian SIM card if you already have an EU/EEA SIM card because you can roam without additional costs.

However, conditions do apply. Mobile operators in some countries may impose a roaming Fair Use Policy (FUP).

In countries where local mobile data rates are extremely low (such as in the Baltics and the Nordics), mobile operators may still charge you for roaming in the EU/EEA.

Be sure to head over to the international roaming page to learn whether your mobile operator offers free roaming while in Slovenia or if restrictions apply.

Roaming in the EU with Slovenian SIM Cards

Slovenia and the Slovenian mobile operators have largely adopted the roam like at home regulations principles early on.

However, some plans have an EU/EEA roaming cap.

Moreover, the standard Fair Use Policy applies where you should not be roaming over 50% of the time over a four-month period.

If you do so, EU roaming rates will apply. You are then better off buying local prepaid SIM cards in other EU nations.

Note that Telekom Slovenije (formerly Mobitel Slovenia/Slovenije) requires you to register your SIM card with a Slovenian permanent address and a Slovenian TIN (tax number).

A1 Slovenia (formerly Si.mobil) claims that they may request for stable links to Slovenia, but it does not always enforce it.

You can roam for free with Telemach Slovenia (formerly Tušmobil) without having to provide any sort of proof/stable links to Slovenia.

Slovenia Mobile Speeds, Mobile Internet Prices & Insights

Mobile data rates in Central Europe are probably the lowest in the whole of Europe.

In addition to SIM cards costing almost nothing, mobile data is practically given away for free.

While that is not entirely true in Slovenia, mobile data rates are low in the country.

The average price for 1 GB of data in Slovenia is 1.72 USD, around the European average of 2.50 USD. The world average is 4.07 USD.

As you can see, mobile data rates have always been low in Slovenia (unlike the Czech Republic… wow).

Cable.co.uk split Europe into three territories: Western Europe, Eastern Europe & the Baltics.

The Eastern European average cost of 1 GB of data, using Cable.co.uk's definition, is 2.25 USD.

Okay, let's talk about mobile data speeds in Slovenia. Are they fast?

Yes, they are.

Slovenia's median mobile download speed is around 51 Mbps, almost double the global median.

Neighboring Croatia does have a higher median download speed than Slovenia (76.61 Mbps). So does Austria (54.96 Mbps).

Hungary (39.96 Mbps) and Italy (35.11 Mbps) are not even close, so Slovenia is doing well.

Okay, now it is time to know which mobile operator is the fastest in Slovenia.

That would be Telekom Slovenije (formerly Mobitel Slovenia/Slovenije), with an average download speed of 42.9 Mbps. Followed by A1 Slovenia (formerly Si.mobil – 34.2 Mbps) & Telemach Slovenia (formerly Tušmobi – 32.5 Mbps).

Remember: T-2 does not offer prepaid services at all, so I will ignore it entirely throughout this guide

When looking at upload speeds, the rankings are the same.

So what about overall network performance by the Slovenian mobile operators?

Telekom Slovenije is the best, being the joint winner in a few categories.

When looking at 5G NR speeds only, Telemach is straight-up dominating, with a median download speed of 657.63 Mbps – I bet almost none of you have gotten a speed test result of 600 Mbps of higher 😳.

The 5G NR results are followed by A1 (219.29 Mbps) and A1 (129.96 Mbps).

Fast 5G NR download speeds can be found in Celje, Ljubljana & Maribor, with median 5G NR download speeds of 340.79 Mbps, 349.44 Mbps & 333.71 Mbps, respectively.

Those are some ridiculous speeds 🤯.

While all these 5G NR speeds are exciting, we have to remember that, currently, only A1 offers 5G NR to prepaid customers.

And until May 2022, you can use/try it for free. Then, a surcharge may apply.

Telekom Slovenije may offer 5G NR to prepaid customers as well, but it is currently unknown.

But I will try it out myself in late March 2022, so hold on!

Answer: it does not.

What about the 5G NR juggernaut Telemach?

Well, it restricts 5G NR to postpaid customers only 🥲.

I was excited to finally break my personal 432 Mbps download speed record (on 4G/LTE in Taiwan).

But if you do not have a 5G NR phone yet, all this 5G talk has been useless.

Worry not; 4G/LTE is excellent and fast in Slovakia.

With low to average SIM card prices, extensive nationwide coverage, incredibly fast mobile download speeds, and low mobile data rates, you should have a smooth network experience in Slovenia.

Currency in Slovenia

Slovenia uses the Euro with the symbol EUR (which will be used throughout this guide).

However, prices are often listed as just . For example, 25 EUR = €25.

For reference, below are some exchange rates between EUR and USD (US Dollars):

  • 1 EUR = 1.10 USD
  • 10 EUR = 11 USD
  • 100 EUR = 109.75 USD

Telekom Slovenija is also active in Kosovo (as IPKO) and in various other Balkan nations as a fiber-optic provider.

  • 2G: 900 MHz & 1800 MHz
  • 3G: 2100 MHz
  • 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 1800 MHz (Band 3) & 2600 MHz (Band 7)
  • 5G NR: 2600 MHz (n7) & 3500 MHz (n78) – not for prepaid customers (yet)

You can get a Telekom Slovenije SIM card, called Mobi, for 8.50 EUR with 5 EUR credit in Telekom Slovenije stores and from resellers, like gas stations and post offices. Data-only SIM cards (Predplačniški Mobilni Internet SIM) are sold for 9.89 EUR (1 GB for 1 day) or 29.90 EUR (15 GB for 100 days). Telekom Slovenije SIM cards are not sold at Ljubljana Jože Pučnik Airport (LJU).

Only those with a permanent Slovenian address and a Slovenian Tax Identification Number (TIN) can roam for free in the EU/EEA with Telekom Slovenije.

Most travelers will not have a Slovenian TIN.

Currently, it has the fastest 5G NR speeds. However, the technology is unavailable to prepaid customers (yet) 🥲.
