Croatia – known for its waterfalls, islands & Roman Ruins.
The country is also home to many stunning beaches, like the ones in Split.
But can you do other things than soaking up the sun? For sure.
The Plitvice Lakes National Park is a must-see – it is breathtaking.
The Diocletian's Palace is impressive too.
And do not forget about Blue Grotto.
While all of those activities sound fun, what is not fun is dealing with an expensive international roaming bill because you forgot to turn data roaming off.
International roaming can be expensive, which is why I always recommend local SIM cards, like a Croatian one, so that you can enjoy local rates.
So, how much do SIM cards cost in Croatia?
You can get a Croatian SIM card for 20 HKR (2.55 USD) from Hrvatski Telekom (Simpa), A1 (formerly vip), Telemach (formerly Tele2), Bonbon & Tomato in their stores and from resellers, like convenience stores and grocery stores. SIM cards are also sold at various airports, including Zagreb Franjo Tuđman Airport (ZAG).
Not too bad, right? What if I told you that Hrvatski Telekom and A1 offer tourist SIM cards with truly unlimited data for 85 HRK and 80 HRK, respectively.
These SIM cards are also popular with digital nomads, as you can use those SIM cards in your phone or mobile hotspot, which can then be used while working on your business while on the beach.
Have I done this before? Maybe 😏.
Nah, the glare on your laptop from the pleasant sun is not cool 🤪.
Anyway…
In this guide, I will go over everything you need to know about buying a SIM card in Croatia. Let's go.

Table of Contents
Can You Buy a SIM Card in Croatia?
Anyone living in or visiting Croatia can buy a Croatian SIM card from Hrvatski Telekom (Simpa), A1 (formerly vip), Telemach (formerly Tele2), Bonbon & Tomato with no restrictions.
Your phone has to support the frequencies used in Croatia.
Furthermore, your phone needs to be unlocked (SIM-lock free) to use a Croatian SIM card.
Where Can You Buy a SIM Card in Croatia?
You can get a Croatian SIM card in Hrvatski Telekom (for Simpa and Bonbon), A1 (formerly vip – also for Tomato) & Telemach (formery Tele2) stores. Resellers, like post offices, newsstands & grocery stores, also sell SIM cards (especially for the MVNOs). They are also sold at various airports, including Zagreb Franjo Tuđman Airport (ZAG).
You can buy a Croatian SIM card in the following airports):
- Dubrovnik – Dubrovnik/Čilipi Airport (DBV)
- Split – Split (Resnik) Airport (SPU)
- Zagreb – Zagreb Franjo Tuđman Airport (ZAG)
You can expect to pay the following for Croatian SIM cards:
- Simpa by Hrvatski Telekom: 20 HRK
- A1 Croatia (formerly vip Croatia): 20 HRK
- Telemach Croatia (formerly Tele2 Croatia): 20 HRK (regular), 49 HRK (regular) & 70 HRK (data-only)
- Bonbon Croatia: 10 HRK (data-only) & 20 HRK (regular)

Can You Use Your Phone in Croatia?
Croatia uses GSM technology for mobile communications. CDMA phones will not work in Croatia. If your phone has a SIM card slot, then it supports GSMA (99% of the phones do support GSM nowadays).
Traditional European frequencies are used in Croatia, which are mostly used in ITU Regions 1 and 3 (Africa, Asia (including the Middle East), Europe & Oceania).
The Americas (North-, Central– & South America + the Caribbean – ITU Region 2) use American frequencies, which differ from the European ones.

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU Regions 1 and 3), you should not experience any issues with using your phone in Croatia.
If you purchased your phone in the Americas (ITU Region 2) and have a low/medium-end device (without Tri-Band or Quad-Band) support, then there is a possibility you cannot use your phone when in Croatia or can only use slower networks (3G or 2G).
If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Croatia (to some extent) – also on 4G/LTE and 5G NR.
Mobile Operators, Networks & Frequencies in Croatia

Croatia has three mobile operators and two Mobile Virtual Network Operators (MVNOs) offering prepaid services easily accessible to travelers:
- Hrvatski Telekom (Simpa)
- A1 Croatia (formerly vip Croatia)
- Telemach Croatia (formerly Tele2 Croatia)
- Bonbon Croatia
- Tomato Croatia
The following frequencies are used in Croatia:
- 2G: 900 MHz & 1800 MHz
- 3G: 900 MHz & 2100 MHz
- 4G/LTE: 800 MHz (Band 20), 900 MHz (Band 8), 1800 MHz (Band 3), 2100 MHz (Band 1) & 2600 MHz (Band 7)
- 5G NR: 700 MHz (n28), 2600 MHz (n7) & 3500/3600 MHz (n78)
You can learn more about frequencies in the video below.
To check whether your phone will work in Croatia, check out this page by Kimovil or this one by Will My Phone Work (outdated, unfortunately, but extremely user-friendly – useful for phones launched in or before 2019. It does not check for 5G NR compatibility).
Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).
If you want to learn how international roaming works, this guide explains it in-depth. If you wonder why it is often so expensive to roam, this article explains the hidden reason they do not want you to know.
VoLTE & VoWiFi in Croatia
Both VoLTE (Voice over LTE (4G) – also known as HD Voice) and VoWiFi (Voice over WiFi – also known as WiFi calling) are available in Croatia. However, not all Croatian mobile operators offer VoLTE or VoWiFi.
This means that your phone does not have to downgrade to 2G or 3G when making a call in Croatia (unlike mobile operators that do not support VoLTE).
The following mobile operators offer VoLTE and VoWiFi in Croatia:
- Hrvatski Telekom (Simpa)
- Bonbon Croatia
The following mobile operators offer VoLTE only in Croatia:
- A1 Croatia (formerly vip Croatia)
- Tomato Croatia
The following mobile operator does not offer VoLTE or VoWiFi in Croatia:
- Telemach Croatia (formerly Tele2 Croatia)
VoWiFi is, as the name implies, calling on a WiFi connection as opposed to on a cellular network.
5G NR in Croatia

Commercial 5G NR has been available in Croatia since November 2020. It is available on the Hrvatski Telekom, A1 (formerly vip) & Telemach (formerly Tele2) network. None of the Croatian mobile operators offer 5G NR to prepaid customers. The MVNOs do not even have 5G NR access yet.
Best SIM Card in Croatia
Best eSIM in Croatia
A1 Croatia (formerly vip Croatia) offers eSIMs to prepaid customers.
While Hrvatski Telekom also has eSIMs, they are (currently) not offered to prepaid customers (Simpa).
However, you can also get a travel eSIM from various eSIM providers.
The list below is not exhaustive – many more providers have eSIMs for Croatia.
But these are the ones I have tried and had pleasant experiences with.
Moreover, they are reasonably priced, which I find very important (you will not see me recommending an eSIM I would not buy myself).
So here are the 13 best eSIMs for Croatia:
- Croatian mobile operators (one offer eSIMs to prepaid customers – read more in my Croatia SIM card buying guide)
- Airalo Cronet eSIM with 5G NR access with three choices between 1 GB and 5 GB (best value for money)
- Alosim Croatia eSIM with 5G NR access with four choices between 1 GB and 10 GB (priced roughly the same as Airalo with a bit more options – use code PTW for 5% off)
- Holafly Croatia eSIM with unlimited data for 5 to 60 days (unlimited data eSIMs – use code PHONETRAVELWIZ for 5% off)
- Nomad Croatia eSIM with 11 choices between 1 GB and 20 GB (best value for money… too – use code ADU123 for 3 USD off)
- Airalo Eurolink eSIM with 5G NR access in Croatia with six choices between 1 GB and 100 GB (best value for money for 39 European countries) – read my ongoing Airalo Eurolink eSIM review too!
- Alosim Europe eSIM with 5G NR access in Croatia with five choices between 1 GB and 10 GB (priced roughly the same as Airalo with worse coverage)
- Holafly Europe eSIM with 5G NR access in Croatia with unlimited data for 5 to 60 days (unlimited data eSIMs for 32 European countries) + ability to make and receive calls (new)
- Nomad Europe eSIM with 11 choices between 1 GB and 20 GB (the best of both worlds in terms of pricing and performance for 35 European countries)
- SimOptions Europe eSIMs with seven choices between 8 GB and 24 GB (choice from multiple mobile operators + calling & texting options (the only one in this list))
- Airalo Discover(+) eSIM (formerly Discover Global) with 12 choices between 1 GB and 20 GB (extensive global coverage (130+ countries) at attractive prices) + ability to make and receive calls & send and receive SMS (new) – read my ongoing Airalo Discover(+) (Global) eSIM review too!
- AIS eSIM2FLY Global eSIM through SimOptions with 5G NR access in Croatia with one 6 GB option (eSIM with the most 5G NR supported countries (53/143) at a reasonable price but with a short validity)
- Nomad Global eSIM with six choices between 1 GB and 5 GB (extensive global coverage (109 or 139 countries) at high(er) prices – use code ADU123 for 3 USD off)
Because this is the SIM card buying guide for Croatia, I will not spend too much time about travel eSIMs here and throughout this guide (but I will still do here and there).
If you want to learn more about the best eSIMs for Croatia, you better check out my Croatia eSIM buying guide.
It is as helpful and comprehensive as this guide but about eSIMs instead 😜.

SIM Card Registration in Croatia
SIM card registration, with the use of your personal information (such as your passport), is not required when buying a SIM card in Croatia.
- Find out which countries have SIM card registration regulations and what is required from you (lookup tool)

However, the mobile operators may encourage you to register your SIM by providing incentives, such as extra credit or data upon doing so.
In this case, registration means creating an account with the mobile operators.
Some do ask for your ID or passport details when registering your SIM card.
However, remember that registration is optional, not mandatory.
EU Roaming in Croatia

Croatia is part of the European Union (EU).
Since June 2017, those with EU/EEA (European Economic Area) SIM cards can roam for free in other EU/EEA nations, including Croatia.
This means that, in the majority of cases, you do not need to purchase a Croatian SIM card if you already have an EU/EEA SIM card because you can roam without additional costs.
However, conditions do apply. Mobile operators in some countries may impose a roaming Fair Use Policy (FUP).
In countries where local mobile data rates are extremely low (such as in the Baltics and the Nordics), mobile operators may still charge you for roaming in the EU/EEA.
Be sure to head over to the international roaming page to learn whether your mobile operator offers free roaming while in Croatia or if restrictions apply.
Roaming in the EU with Croatian SIM Cards
Croatia and the Croatian mobile operators have largely adopted the roam like at home regulations principles early on.
However, some plans have an EU/EEA roaming cap.
Moreover, the standard Fair Use Policy applies where you should not be roaming over 50% of the time over a four-month period.
If you do so, EU roaming rates will apply. You are then better off buying local prepaid SIM cards in other EU nations.

Currency in Croatia

Croatia uses the Croatian Kuna with the symbol HRK (which will be used throughout this guide).
However, prices are often listed as kn. For example, 25 HRK = 25 kn.
For reference, below are some exchange rates between HRK and USD (US Dollars):
- 1 HRK = 0.15 USD
- 10 HRK = 1.30 USD
- 100 HRK = 12.80 USD
- 1000 HRK = 127.90 USD
For up-to-date HRK:your currency (let's say EUR – Euro) exchange rates, use the Wise Currency Converter tool.
Most stores in Croatia, including the mobile operators, often do not mind if you pay in EUR (as long as they are Euro bills).
However, the country will switch to the Euro in 2023.
If your credit/debit card charges you foreign exchange fees, get yourself a Wise Borderless Account and Debit Card.
Their fees are MUCH lower than banks and credit card companies charge you (and Wise is transparent about their fees, unlike banks).
I have saved literal THOUSANDS of Australian Dollars and Euros, my main currencies, when using Wise abroad when traveling compared to my debit and credit cards.
Croatian Prepaid SIM Cards
Below, I will guide you through Simpa by Hrvatski Telekom, A1 Croatia (formerly vip Croatia), Telemach Croatia (formerly Tele2 Croatia), Bonbon Croatia & Tomato Croatia, and go through:

With that being said, let’s see what Croatia has to offer to us.

It also won the Croatia Fastest Mobile Network Speedtest Award of 2021.
It has the best overall network in Croatia.
Its prepaid brand is called Simpa, which is why you will see me refer to both brands as Hrvatski Telekom/Simpa.
Hrvatski Telekom, by Deutsche Telekom (from Germany), is active in Europe (as Telekom and T-Mobile) and the United States (as T-Mobile).
Hrvatski Telekom uses the following frequencies:
- 2G: 900 MHz & 1800 MHz

If you plan on staying in Croatia for more than a week, top-up at least 60 HRK every week, and the Visiting Croatia plan will auto-renew at the reduced rate of 60 HRK (instead of 85 HRK initially).

While Hrvatski Telekom does have eSIMs, they are (currently) not offered to prepaid customers (Simpa).
You can consider getting a travel eSIM for Croatia, which can, in specific scenarios, be cheaper than getting a SIM card from Hrvatski Telekom.
Especially if you get a Europe-wide eSIM (for when you visit at least two or more supported European countries) or a global eSIM (for frequent travelers visiting multiple continents).
In my Croatia eSIM buying guide, I analyze various eSIM options of eSIM providers I have tested extensively worldwide.
But I will introduce them here quickly:
- Airalo: Cronet (Croatia only), Eurolink (39 countries in Europe) & Discover+ (130 countries worldwide + up to 200 worldwide minutes & 200 worldwide SMS) – use code DEC15 (15% off – first-time users only) or DEC10 (10% off)
- Alosim: Croatia & Europe (32 countries) – use code PTW (5% off – no limits)
- Holafly: Croatia & Europe (32 countries) – all variants in both options include unlimited data + up to 120 Europe-wide calls – use code PHONETRAVELWIZ (5% off – no limits)
- Nomad: Croatia, Europe (30 or 35 countries, depending on the variant) & Global (109 or 139 countries, depending on the variant) – use code ADU123 (3 USD off – first-time users only)
Once again, check out my Croatia eSIM buying guide to learn more about these eSIM options.

For now, I will continue with Hrvatski Telekom.
Note that Hrvatski Telekom/Simpa offers VoLTE (Voice over LTE (4G)) if your phone supports it and you have enabled it in the settings.
Oh, you can also use VoWiFi (Voice over WiFi).

Especially if you get a Europe-wide eSIM or a global eSIM.
I discuss various eSIM options of eSIM providers for Croatia in my Croatia eSIM buying guide, which are:
- Airalo: Cronet (Croatia only), Eurolink (39 countries in Europe) & Discover+ (130 countries worldwide + minutes and SMS) – use code DEC15 (15% off – first-time users only) or DEC10 (10% off)
- Alosim: Croatia & Europe (32 countries) – use code PTW (5% off – no limits)
- Holafly: Croatia & Europe (32 countries) – unlimited data eSIMs which allow for (limited) calls – use code PHONETRAVELWIZ (5% off – no limits)
- Nomad: Croatia, Europe (up to 35 countries) & Global (up to 139 countries) – use code ADU123 (3 USD off – first-time users only)
As I said, check out my Croatia eSIM buying guide for more information, as I have to continue with Telemach for now.

Note that Telemach does not offer VoLTE (Voice over LTE (4G)) or VoWiFi (Voice over WiFi).
