8 Best Prepaid SIM Cards in Greece: Buying Guide

Greece – the birthplace of democracy, the Olympic Games & the beginning of Philosophy.

Greece has an impressive history, which is still visible throughout the country when exploring it.

Besides its history and culture, Greece is also a popular travel destination.

For some, especially the youth, it is an excellent destination for alcohol-fueled holidays.

For others, exploring its stunning nature is the main draw to the country.

Whatever you feel like doing in Greece, you certainly will not be bored – and want to share your experiences online.

But beware – international roaming can be expensive. Sometimes, it's like daylight robbery.

Luckily, using a local SIM card can make you avoid international roaming rates and instead enjoy local rates.

But, how much do Greek SIM cards cost?

All Greek mobile operators (COSMOTE, What's Up, Vodafone (CU), WIND, Q, Frog Mobile & Tazamobile) sell SIM cards for 5 EUR (5.90 USD) in their stores. You can also get them from official salespeople on the streets or other stores, like kiosks. At Athens Airport, only Vodafone SIM cards are available.

Cannot see the video above? Watch it on YouTube.

Just looking at the SIM card prices, no mobile operator has a clear advantage because they all sell them for the same nice price.

Of course, some are better than the others, but there is (luckily) no mobile operator that is so bad that you should avoid them at all costs in Greece.

But there are still some advantages of going with a particular mobile operator than another.

And I will tell you about that today.

In this guide, I will go over everything you need to know about buying a SIM card in Greece. Let’s go.

Can You Buy a SIM Card in Greece?

Anyone 18 years old or older living in or visiting Greece can buy a Greek SIM card from the mobile network operators (COSMOTE + What's Up, Vodafone (CU) & WIND (F2G + Q) in their stores or from authorized resellers. The same applies to the Mobile Virtual Network Operators (MVNOs – Frog Mobile and Tazamobile).

You do have to comply with the SIM card registration regulations. Moreover, you need a phone that supports the frequencies used in the country (preferably all of them to have the most optimal experience while in Greece).

Furthermore, you need to have a SIM-lock-free device.

Where Can You Buy a SIM Card in Greece?

You can get a Greek SIM card in COSMOTE (also for What's Up), Vodafone (also for Vodafone CU) & WIND (also for Q) stores. Frog Mobile SIM cards are sold in kiosks and other retailers. Tazamobile sells SIM cards from the Taza van that moves around Athens metropolitan area (or select retailers).

Vodafone Greece sells SIM cards at Athens International Airport Eleftherios Venizelos (Διεθνής Αερολιμένας Αθηνών Ελευθέριος Βενιζέλος) as well.

Connect Phone, a wholesaler of telecommunications products, sells undisclosed SIM cards at Thessaloniki Airport Makedonia (Κρατικός Αερολιμένας Θεσσαλονίκης Μακεδονία).

You can expect to pay the following for Greek SIM cards:

  • COSMOTE: 5 EUR
  • What's Up: 5 EUR
  • Vodafone Greece: 5 EUR
  • Vodafone CU: 5 EUR
  • WIND: 5 EUR
  • Q Greece: 5 EUR
  • Frog Mobile: 5 EUR
  • Tazamobile: 5 EUR

Although none of the mobile operators sell tourist SIM cards, the following mobile operators sell plans specifically to tourists:

  • Vodafone Greece
  • Tazamobile

Can You Use Your Phone in Greece?

Greece uses GSM technology for mobile communications. CDMA phones will not work in Greece. If your phone has a SIM card slot, then it supports GSMA (99% of the phones do support GSM nowadays).

Traditional European frequencies are used in Greece, which are mostly used in ITU Regions 1 and 3 (Africa, Asia (including the Middle East), Europe & Oceania).

The Americas (North-, Central– & South America + the Caribbean – ITU Region 2) use American Frequencies, which differ from the European ones.

ITU Regions Map
By Maximilian Dörrbecker (Chumwa) – Own work, using this file by Denelson83, CC BY-SA 2.5

If you bought your phone in Africa, Asia, Europe, or Oceania (ITU regions 1 and 3), you should not experience any issues with using your phone in Greece.

If you purchased your phone in the Americas (ITU Region 2) and have a low/medium-end device (without Tri-Band or Quad-Band) support, then there is a possibility you cannot use your phone when in Greece or can only use slower networks (3G or 2G).

If you have a medium/high-end device with Tri-Band or Quad-Band support, you can use your phone in Greece (to some extent) – also on 4G/LTE and 5G NR.

Mobile Operators, Networks & Frequencies in Greece

Greece has three Main Operators, which all have three (budget/youth) sub-brands, and two mobile virtual network operators (MVNOs):

  • COSMOTE
  • What's Up (COSMOTE sub-brand)
  • Vodafone Greece
  • Vodafone CU (Vodafone Greece sub-brand)
  • WIND Greece
  • Q Greece (WIND sub-brand/MVNO)
  • Frog Mobile (COSMOTE MVNO)
  • Tazamobile (Vodafone Greece MVNO)

The following frequencies are used in Greece:

  • 2G: 900 MHz & 1800 MHz
  • 3G: 900 MHz & 2100 MHz
  • 4G/LTE: 800 MHz (Band 20), 1800 MHz (Band 3) & 2600 MHz (Band 7)
  • 5G NR: 3500 MHz (n78)

You can learn more about frequencies in the video below.

Cannot see the video above? Watch it on YouTube.

To check whether your phone will work in Greece, check out this page by Will My Phone Work (may be outdated or inaccurate at times).

Again, make sure your phone is unlocked. Otherwise, you will not be able to use any SIM card except the one from your home operator (meaning you have to roam internationally or buy another unlocked phone that does support the frequencies listed above).

If you want to learn how international roaming works, this guide explains it in-depth. If you wonder why it is often so expensive to roam, this article explains the hidden reason they do not want you to know.

5G NR in Greece

Commercial 5G NR has been available in Greece since December 2020. It is available on the COSMOTE, Vodafone Greece & WIND Greece networks (also to prepaid customers). Some MVNOs do not have access to 5G NR (yet).

Best SIM Card in Greece

If you want to buy the best SIM card in Greece, I recommend going with COSMOTE. It has the best coverage and the fastest speeds (double than the competitor). Consider What's Up (by COSMOTE) or Frog Mobile for (slightly) lower rates without compromising network quality.

SIM Card Registration in Greece

SIM card registration with your passport information is mandatory in Greece. It will often be done at the point of sale.

In the busier cities of Greece (Athens, Thessaloniki, Patres, etc.) you will notice employees from the mobile operators walking around trying to sell SIM cards.

These are official salespeople from the mobile operators and not a bunch of scammers.

As SIM card registration is mandatory in Greece, the salespeople will have a machine to scan your passport or ID to fulfill the regulatory requirements.

Unlike buying your SIM card from a third-party reseller (like a kiosk, newsstand, or convenience store), SIM card activation and registration is close to instantly when done by a street seller.

Do note that the salespeople on the street may not sell the lower-priced plans mentioned in this guide.

Moreover, some may activate unnecessary services that may deduct credit from each recharge unknowingly.

Prepaid Top-Up Taxes in Greece

A 12% tax is charged on all top-ups in Greece.

Unlike VAT (Value Added Tax, similar to GST (Goods and Services Tax)), which is included in all prices in Greece (as per EU law), the 12% telecommunications tax is charged after topping up.

This means that your 10 EUR recharge will leave you with 8.80 EUR.

Below is an overview of actual credit left after recharging for reference:

Top-UpCredit After 12% Tax
10 EUR8.80 EUR
12 EUR10.56 EUR
15 EUR13.25 EUR
20 EUR17.60 EUR
30 EUR26.40 EUR
40 EUR35.20 EUR
50 EUR44 EUR
100 EUR88 EUR

Let's just say I was rather surprised I did not have enough credit to buy a plan the first time I topped up my Vodafone SIM card in Greece 🥲.

EU Roaming in Greece

European Union (EU) & European Economic Area (EEA)

Greece is part of the European Union (EU). Since June 2017, those with EU/EEA (European Economic Area) SIM cards can roam for free in other EU/EEA nations, including Greece.

This means that, in the majority of cases, you do not need to purchase a Greek SIM card if you already have an EU/EEA SIM card because you can roam without additional costs.

However, conditions do apply. Mobile operators in some countries may impose a roaming Fair Use Policy (FUP).

In countries where local mobile data rates are extremely low (such as in the Baltics and Nordics), mobile operators may still charge you for roaming in the EU/EEA.

Be sure to head over to the international roaming page to learn whether your mobile operator offers free roaming while in Greece or if restrictions apply.

Roaming in the EU with Greek SIM Cards

EU Roaming
© European Commission

Greece and the Greek mobile operators have largely adopted the roam like at home regulations principles early on. However, some plans have an EU/EEA roaming cap.

Moreover, the standard Fair Use Policy applies where you should not be roaming over 50% of the time over a four-month period.

If you do so, EU roaming rates will apply. You are then better off buying local prepaid SIM cards in other EU nations.

Greece Mobile Speeds, Mobile Internet Prices & Insights

Flag of Greece

The cost of mobile data has been relatively affordable in Europe.

Especially over the last couple of years, where the average cost of data have decreased in the region.

But there are still some countries that have to deal with expensive mobile data rates. Is Greece one of them?

The average price for 1 GB of data in Greece is 8.16 USD, far above the European average of 2.50 USD. The world average is 4.07 USD.

Cable.co.uk split Europe into three territories: Western Europe, Eastern Europe, and the Baltics. The Western European average cost of 1 GB of data, using Cable.co.uk’s definition, is 2.66 USD.

But let's take a step back because Greece's numbers are higher than they should be.

When you look at the plans later, you will see that you can get a couple of GBs for a few EUR, like 3 EUR, which is valid for 7 days.

While Cable.co.uk's numbers are often accurate, they do not seem to be for Greece. So you do not have to expect to spend at least 8 USD (or 6.75 EUR) for just 1 GB of data.

Let's talk about speed because slow internet is excruciating.

So what can you expect in Greece?

Greece’s average mobile download speed is around 76 Mbps, placing it in the top 25 countries globally with the fastest mobile download speed.

The average mobile download speeds have increased steadily over the year (except for the past few months for some reason).

With fast mobile download speeds, extensive nationwide coverage, reasonably priced SIM cards, and rather low mobile data rates, you should have a smooth network experience in Greece.

Currency in Greece

50 Euro Bank Note
© European Central Bank (ECB)

Greece uses the Euro with the symbol EUR (which will be used throughout this guide). However, prices are often listed as just .

For example, 25 EUR = €25. For reference, below are some exchange rates between EUR and USD (US Dollars):

  • 1 EUR = 1.20 USD
  • 10 EUR = 12.15 USD
  • 100 EUR = 121.55 USD

For up-to-date EUR:USD exchange rates, search EUR to USD on Google, or replace USD with the currency you use.

If your credit/debit card charges you foreign exchange fees, get yourself a Transferwise Borderless Account and Debit Card.

Their fees are MUCH lower than banks, and credit card companies charge you (and Transferwise is transparent about their fees, unlike banks).

COSMOTE & What's Up Greece

COSMOTE is the largest mobile operator in Greece, with a market share of around 50%. It is also the one with the fastest speeds and has the best network.

The company is also active in Albania as One Telecommunications and Romania as Telekom Romania.

It also has another prepaid brand called What's Up. It used to be a youth-focused brand, but now anyone, including the elderly, can get What's Up SIM cards.

The difference between COSMOTE and What's Up is that What's Up has slightly cheaper plans. It also offers perks and goodies that are interesting to the youth.

In terms of network performance between COSMOTE and What's Up, it is the same. COSMOTE prepaid and What's Up customers have access to 5G NR.

COSMOTE uses the following frequencies:

  • 2G: 900 MHz & 1800 MHz
  • 3G: 900 MHz & 2100 MHz
  • 4G/LTE: 800 MHz (Band 20), 1800 MHz (Band 3) & 2600 MHz (Band 7)
  • 5G NR: 3500 MHz (n78)

Coverage – COSMOTE & What's Up Greece

COSMOTE has the best network in Greece.

4G/LTE is available almost anywhere throughout Greece. 97% of Athens is covered by 5G NR. In Thessaloniki, that figure is around 90%.

COSMOTE aims to cover 60% of Greece with 5G NR by the end of 2021.

Below is COSMOTE's coverage map with speed indications in the legend:

I always like to compare official coverage maps with one made independently because some mobile operators are overly optimistic with their maps.

Ironically, this map is more favorable than it should be:

SIM Card Price – COSMOTE & What's Up Greece

You can buy a COSMOTE and What's Up SIM card for 5 EUR in COSMOTE or Germanos (ΓΕΡΜΑΝΟΣ) stores. COSMOTE and What's Up resellers on the streets will sell them too in combination with a plan.

It is also possible to buy SIM cards from other dealers, including kiosks, convenience stores & small grocery stores throughout the country.

However, SIM card activation can take a few days when done through these third parties – you are better off visiting COSMOTE or Germanos stores.

COSMOTE and What's Up SIM cards get deactivated if there has been no activity for 13 months (no top-up for 13 months or no activity for 13 months).

However, your SIM card will become inactive (basically cannot do anything except topping up and calling emergency services) after 90 days of no activity.

WIND Greece, just WIND, is the smallest mobile operator in Greece. It is, together with Vodafone Greece, the oldest mobile operator in the country.

WIND's prepaid line is called WIND F2G (Free 2 Go).

Q Telecom used to be a separate mobile operator until WIND purchased it. Since then, it has become a budget prepaid line of WIND. Nowadays, Q Telecom is simply known as Q.

The difference between WIND and Q is that Q has cheaper plans.

In terms of network performance between WIND and Q, it is the same. WIND F2G and Q customers have access to 5G NR.

Other Ways to Stay Connected When Traveling in Greece

I would highly encourage anyone visiting Greece to get themselves a Greek SIM card – you will be saving a lot of money when you do so.

However, for some, getting a Greek SIM card is not an option. For example, your device may be SIM-locked, meaning that you cannot use any other SIM card other than the SIM card provided by your operator.

There are other ways to stay online while in Greece, but they may not be cheap.

However, these methods may be more expensive than getting a SIM card from the local mobile operators.

International Roaming

International roaming is the most convenient way to stay connected when traveling in other countries because you do not have to buy a new SIM card, have to deal with SIM card registration regulations, nor have multiple phone numbers to deal with.

However, international roaming has proven to be expensive in many cases, especially compared to buying local SIM cards. That is why many travelers are not fond of international roaming.

International roaming has its pros and cons. However, it is important to know how it works. This in-depth guide explains it all.

Find out whether your mobile operator has attractive roaming rates for the Greece here.

Using an International SIM Card or Travel SIM Card

International SIM cards are SIM cards made for the traveler in mind. Using them is often cheaper than international roaming. However, they are almost always more expensive than using a local SIM card.

There are many other advantages and disadvantages of getting international SIM cards, which you can learn about here.

Using a Mobile Hotspot (Pocket WIFI)

Mobile hotspots, or pocket WIFI, are small devices that connect to the local operators of the country you are visiting.

Mobile hotspots are ideal for families or those traveling in a large group, as they allow you to connect multiple devices to one hotspot without the need of each traveler having to buy a SIM card.

You can either buy a mobile hotspot or rent one.

Using Free WIFI Networks

Using free WIFI connections is the cheapest way to stay connected because they are free.

The major downside of trying to use WIFI hotspots is that you will have to locate them, and they are not available on every corner in Greece.

Make sure to protect your internet traffic with a VPN so that hackers cannot steal your personal data.

The Preferred Way to Stay Connected When Traveling in Greece
