Montenegro – literally meaning Black Mountain, is one of the (Western) Balkan nations in Europe.
Formerly part of Yugoslavia, Montenegro has a rich history like most former Yugoslav countries.
It is also a very mountainous country, which is one reason why the country is named after a Mountain (Mount Lovćen).
From the Medieval old town in Kotor to beaches and casinos in Sveti Stefan, there is no reason to be bored when in Montenegro – it should not be possible.
And you probably want to share your travel experience online.
And it is your right to show off on social media (that is what it is for, right?).
However, you should know that international roaming can be expensive.
If you do not watch out, you could go back home and face a roaming bill in the hundreds or thousands.
That is why you are better off buying local prepaid SIM cards to enjoy local rates and avoid (excessive) international roaming rates.
Luckily, SIM cards are pretty cheap in Montenegro, and so is mobile data.
But what does cheap mean?
You can get a Montenegrin SIM card for 5 EUR (5.35 USD) from Crnogorski Telekom or 10 EUR (10.70 USD) from One (formerly Telenor) and m:tel in their stores. Tourist SIM cards with 500 GB of data are sold for 10 EUR and 15 EUR (10.70 and 16.05 USD). SIM cards are sold at Podgorica Airport (TGD) and Tivat Airport (TIV).
I am not sure if you can actually exhaust your 500 GB data allowance (if you can, I am proud of you!), but those are some exciting prospects.
With cheap SIM cards and low data rates, you can share all you want without worrying about data costs.
But before you get yourself a Montenegrin SIM card, there are quite some things to be of aware about SIM cards in Montenegro. So…

What is the Best SIM Card in Montenegro?
So, who are all these mobile operators and what options are available for you?
Montenegro has three mobile operators offering prepaid services easily accessible to tourists:
- Crnogorski Telekom (Montenegro)
- One Montenegro (formerly Telenor)
- m:tel Montenegro
Anyone living in or visiting Montenegro can buy a Montenegrin SIM card with no real restrictions, but you do have to comply with the Montenegrin SIM card registration regulations.

Which, in this case, is only showing your passport (or European Union ID if you have one) at the point of sale.
Where Can You Buy a Montenegrin SIM Card (+Costs)?
You can get a Montenegrin SIM card in Crnogorski Telekom, One Montenegro (formerly Telenor) & m:tel stores. They are also sold at Podgorica Airport (TGD) and Tivat Airport (TIV) from newsstands and tobacco stores.

(Travel) eSIMs for Montenegro
In recent years, (travel) eSIMs have become extremely popular.
Especially after Apple made iPhones (14- & 15 series) sold in the United States eSIM-only, forcing its users to use eSIMs – even when abroad.

But if you purchase an eSIM from any of these mobile operators, you must comply with Montenegro's SIM card registration regulations.

Crnorgoski Telekom, often referred to as just Telekom, is the largest mobile operator in Montenegro.
It is also the mobile operator with the fastest speeds.
It is owned by Hrvatski Telekom from Croatia, which is in turn owned by Deutsche Telekom from Germany.
Crnogorski Telekom uses the following frequencies:
- 2G: 900 MHz & 1800 MHz
- 3G: 2100 MHz
- 4G/LTE: 800 MHz (Band 20), 1800 MHz (Band 3) & 2600 MHz (Band 7)
- 5G NR: 2100 MHz (n1) & 3500 MHz (n78 – coming soon) – not for prepaid (yet)
- VoLTE: No
- VoWiFi: No

You can get a Crnogorski Telekom SIM card for 5 EUR in Crnogorski Telekom stores. Data-only SIM cards are sold for 9.90 EUR with “unlimited” (200 GB) data for 10 days. Crnogorski Telekom SIM cards are also sold at Podgorica Airport (TGD) and Tivat Airport (TIV) from newsstands and tobacco stores.
Note: you should still go to a Crnogorski Telekom store because of SIM card registration – do not insert the SIM card before a Crnogorski Telekom employee tells you to do so. Else, the SIM card becomes invalid, and you have wasted your money.
Short-term visitors and tourists can also get the Telekom tourist SIM cards – Crnogorski Telekom's tourist offering.

Crnogorski Telekom has no eSIMs – not even for postpaid customers.

One Montenegro (Crna Gora/Црна Гора), just One and formerly Telenor – not to be confused with One Telecommunications in Albania, is the second-largest mobile operator in Montenegro.
4iG from Hungary purchased Telenor Montenegro from an investment firm called PFF back in December 2021.

m:tel Montenegro (Crna Gora/Црна Гора), just m:tel, is the smallest mobile operator in Montenegro.
It is also the mobile operator with the slowest speeds. But its data allowances are generous.
Moreover, it looks like m:tel decided to focus more on postpaid customers.
It went from having about 15 prepaid options to choose from in 2021 to only two nowadays.
m:tel, as a company from Serbia (Telekom Srbija), is also active in Austria and Bosnia & Herzegovina.
m:tel uses the following frequencies:

While its 3G reception is extensive, 4G/LTE is lacking behind its competitors big time.

While m:tel does have eSIMs, they are (currently) not offered to prepaid customers.
You should consider getting a travel eSIM for Montenegro because they can sometimes be cheaper than getting a SIM card from m:tel.
Especially if you get a Europe-wide eSIM or a global eSIM.
